Visible LED illuminating, no infra red signal was transmitted As per your http://www.remotefixer.co.uk/rf1159.html

 

This Teac controller arrived safely and on testing was not sending an IR signal on any button press.

A component test was carried out and it was found that the IR led was faulty, this was replaced and full functionality was restored.
