Won't turn gas down but will turn gas up. Red LED works in both cases

This remote and receiver arrived safely and on testing the remote itself was not transmitting on the down channel.  This was found to be due to a faulty 40khz crystal.  This was replaced and full functionality was restored.

No issue could be found with the receiver.
