This Sony controller arrived safely and on testing was confirmed to have various sluggish / nin responsive buttons.

This was due to contamination over the button array, this had eaten away the conductive pads on the buttons.  The PCB was cleaned up and conductive pads were glued on the effected buttons, this restored full functionality.
