Customer's Fault Description
Remote handset seems to work OK (red light comes on for both up and down) - have also replaced brand new battery. Receiver box doesn't light up red when trying to transmit. Have replaced all batteries correctly but no improvement. Red light did flash briefly when inserting new batteries. Only thing I can think of is we dropped the remote handset onto a hard floor few days ago and this perhaps affected it?
Remote Fixer Repair Response

This remote and receiver arrived safely and on testing the remote was found not to transmit a signal on any button press.

This was due to a faulty transducer. 

Before a repair was carried out the customer was contacted to inform them that the receiver has suffered a battery leak and that it is important to replace the receiver as it can become dangerous and develop a fault at any time after a battery leak where it may turn the heater on without user intervention.  Even though the receiver is working at the moment it is vital that it is replaced and not used, to do so is at the customers own risk. The customer agreed and understood the warning and confirmed to go ahead with the repair to the remote handset.  The transducer was replaced which restored full functionality.
