volume control rocker does not operate in lower volume mode

 

This Panasonic remote arrived safely and on testing was confirmed to have a few faulty buttons including the power and volume buttons.

On opening the issue was found to be contamination over all over the PCB and button array (see image).  The board was cleaned up using alcohol and the button pads were washed to remove all contaminants.  This restored full functionality.
