This window control arrived safely and on testing was found to be intermittent in functionality.
On opening the issue was found to be that the Eprom had "creeped" away from its IC socket by a couple of millimeteres causing an intermittent connection on a couple of pins, the IC was seated firmly back into position which restored normal functionality.
